Cooperation with Residents Is Crucial

The 'Self-government Leader' contest is to award local leaders who not only manage finance and development of their communes, but also go beyond the technocratic leadership. They are true self-government representatives and do their best to build a future on an agreement with inhabitants.
This year, the criteria in the category of cities were fulfilled by Jacek Karnowski, President of Sopot from 1998. "The self-government focuses on the inhabitants. "They need to be attracted, snuggled and fondled. And we have to make the brave decisions," said Karnowski when he was receiving the diploma of the Self-government Leader in Krynica.
This policy is reflected, among others, in the draft civil budget that has been implemented from 2011. It is based on the assumption that it is the inhabitants themselves who decide (by voting) about how to allocate 1.4% of the budget.
