Economic Forum | Rzeczpospolita’s „Lider samorządu 2011” competition resolved: the winners include leaders from Poznań, Gdynia, Aleksandrów Łódzki and Morawica

For 13 years, the Rzeczpospolita daily has been running a ranking of local governments, but we've always been missing something. The maximally objectivised financial criteria simply have not reflected the human behind them, Paweł Lisicki, editor-in-chief of Rzeczpospolita explained during the awards handing over gala yesterday. "Ideas, will, character and concepts for communal development are carried by specific individuals: Presidents, mayors, commune heads. The most important direction of development of democracy in Poland is the dialogue with the society. It is not enough to have ideas for development of the city, you have to win the inhabitants over to it," Ryszard Grobelny, President of Poznań said.
